When BEA negotiates a collective bargaining agreement (our contract) or advocates for its members, this applies to all certified employees; members and non-members alike. This is why all certified employees pay BEA dues. All certified employees reap the benefits of the BEA members' efforts. Only members determine the mission, goals, and outcomes of the BEA. Members are eligible to vote in elections, run for elections, and ratify the collective bargaining agreement.

BEA Bylaws on membership and dues

ARTICLE III - MEMBERSHIP

Section 1 Eligibility

All certified employees of the Beaverton School District who are eligible for OEA/NEA membership shall be eligible for BEA membership.

Section 2 Classifications

A. Active member - eligible to vote, hold BEA office, and serve as a delegate for the Association as defined in the Bylaws of OEA/NEA.

B. Associate member - ineligible for the privileges of active membership but open to those who wish to support the goals of the BEA.

C. Fair share contributors - shall have limited rights and shall not have the right to vote BEA matters, hold BEA office or serve as a representative of the BEA.

Section 3 Dues

A. Dues for active and associate members for OEA/NEA are specified in the Bylaws of OEA/NEA.

B. BEA dues are established by the adopted annual BEA program budget and for 2002-03 will be $88.00.

C. Beginning July 1, 2003, BEA dues will be $98.00.

D. BEA dues shall be determined for 2004-2005 and thereafter by multiplying the base BA salary by .0035.

E. BEA dues for part-time teachers, those teaching less than full time or on leave shall be determined in the same manner as OEA dues for the same status.

F. Dues for Substitute members for OEA/NEA are specified in the Bylaws of OEA/NEA.

G. Collection of fair share funds shall be in accordance with the collective bargaining agreement between BEA and the District. Fair share funds shall be prorated to BEA/OEA/NEA in the same manner as membership dues.

H. BEA dues will be re-evaluated in the spring of 2005 to see if item D is an appropriate amount.

20041002_bea_0019.jpgIf a BSD certified employee chooses to not be a BEA/OEA/NEA member, they still pay their "fair share" of dues. Only a small portion of those dues dollars are rebated. No dues dollars are used to fund political campaigns or politicians. That is why we have a separate PAC (Political Action Committee) who collects additional funds (PIE contributions) for use in the political arena. However a small amount of dues dollars is used to support the B-PAC (Beaverton's Political Action Committee). This is the portion that is refundable to a non BEA member (Fair Share).
